    Não é Software, mas:
California universities to produce 50 open-source textbooks
    ...
The law specifies that the textbooks must be placed under a Creative Commons license, allowing professors at universities outside of California to use the textbooks in their own classrooms. The textbooks must be encoded in XML, or "other appropriate successor format," to facilitate re-use of the materials.

Munich, Germany realizes that deploying Linux was a disaster, going back to Windows

Issues arose when the Linux OS users tried to work with those outside the city and they were unable to share files easily with those on other applications. More so, the idea is generally that Linux setups are cheaper than a Microsoft solution as you do not have to pay licensing fees but what Munich experienced is that Linux was much more expensive. Why is it more expensive? That's because the city had to hire programmers to build out functionality that they needed and then had to pay the staff to maintain the software.

Can this free software company secure the future of Linux for the city of Munich?

The city of Munich is another good case to look at; they successfully completed a Linux migration that has saved them millions of Euros. But now, the newly elected mayor and his deputy have made the news by publicly considering a migration back to Windows. To explore this further, let's first ignore for a moment that the City Council would need to approve any change in strategy and has renewed its dedication to LiMux. Let's also ignore the fact that the City employees do not consider it a good idea to go back to Windows.

So, what was it that prompted LiMux to be put into question in the news?

Munich sheds light on the cost of dropping Linux and returning to Windows

Summary: The mayor of Munich has revealed that abandoning Linux and returning to Windows, after spending years moving away from Microsoft, would cost the German city millions of euros.

Reiter said going back to Microsoft would mean writing off about €14m of work it had carried out to shift to Limux, OpenOffice and other free software. Work on project implementation, support, training, modifying systems, licensing of Limux-specific software, on setting up Limux and migrating from Microsoft Office would have to be shelved, he said.

He also revealed that the move to Limux had saved the council about €11m in licensing and hardware costs, as the Ubuntu-based Limux operating system was less demanding than if it had upgraded to a newer version of Windows.

Italian military to switch to LibreOffice and ODF

The Italian military is transitioning to LibreOffice and the Open Document Format (ODF). The Ministry of Defense will over the next year-and-a-half install this suite of office productivity tools on some 150,000 PC workstations - making it Europe’s second largest LibreOffice implementation. The switch was announced on 15 September by the LibreItalia Association.
    ...
The NGO writes that the switch to LibreOffice is a consequence of a June 2012 law, which says that free and open source should be the default option for the country’s public administrations.

Microsoft Built Its Own Linux Operating System

While many seem quick to sensationalize this and suggest that hell has frozen over, this is probably just a logical move by Microsoft in adopting the right tool for the job.

Microsoft has indeed released a Linux-based operating system. Don’t get too excited about trying it out, though. This isn’t some kind of attempt by Microsoft to steal desktop Linux share from the likes of Ubuntu, Mint, and Fedora. It’s not an OS that’s built for computers. It’s "a cross-platform modular operating system for data center networking," and it’s made to run in Microsoft’s Azure cloud environment. Fittingly enough, it’s called Azure Cloud Switch.
